Boss Rule: Jersey City under Hague, Kenny and Whelan
This is the story of Jersey City under mayors Frank Hague, John V. Kenny and Tom Whelan. For decades, Hague dominated New Jersey politics by producing remarkable election pluralities from the city's wards and graveyards. His organization rested on kickbacks and gambling, but it also delivered safe streets and free healthcare, which most voters appreciated. His successors Kenny and Whelan were powerful in their own right, but they could not replicate Hague's air of invincibility. As the city faltered in the 1970s, prosecutors would send its political leadership to federal prison and bring the era of Boss Rule to a close.
